Method:
In a pan over high heat, brown the beef in a little oil until it’s nicely browned.
Add the onion and sauté until softened, then add the garlic.
Add all the spices and tomato paste and stir well.
Add the broth and let it simmer for 5 minutes.
Add the bell peppers and sauté for 2 minutes. Dissolve the flour in a little water and add it to the mixture to thicken the sauce.
Transfer everything to a casserole dish and cover with aluminum foil. Bake in a preheated oven at 200°C (390°F) for about 60 minutes, or until the sauce has thickened and is simmering.
